Former Pinole man ordered to trial for 1999 killing of Diablo Valley College student
RICHMOND -- A Contra Costa County judge Wednesday ruled that there is enough evidence to bring a former Pinole man to trial on murder charges in the 1999 killing of his son's mother.
Judge Patricia Scanlon, however, rejected a special circumstance allegation that a murder was committed for financial gain, which would have made computer engineer Raymond Wong, 41, eligible for a death penalty prosecution.
Prosecutors believe Wong fatally shot his 21-year-old girlfriend, Alice Sin, in the Nevada desert on Nov. 21, 1999 -- a week before their son's first birthday -- to collect on a $2 million insurance policy. Prosecutors think Wong was further motivated to kill by his relationship with another woman with whom he had just fathered another child, and because he believed Sin was pregnant again.
Pinole police long suspected Wong killed the Diablo Valley College student but could not convince the District Attorney's Office to charge him until late 2011.
At Wong's preliminary hearing Wednesday, Scanlon said she did not see evidence that Wong was behind the insurance policy that Sin purchased a month before Wong reported her missing on Nov. 22, 1999.
Prosecutor Mary Knox said that despite Scanlon's order, the District Attorney's Office has the option of adding special circumstances to Wong's charging document at his arraignment March 11.

Churchill County, Nev., on Jan. 24, 1999. Stuffed in her bra was Monopoly money marked with "NWO" and "ZOG," acronyms associated with the white supremacy movement.Detectives testified Wednesday that Wong researched the white supremacy movement on his computer shortly before Sin's death. After her death, he allegedly sent the Contra Costa Times and other Bay Area news organizations a poorly spelled email in which a fake Aryan organization took credit for Sin's murder.
Detectives testified that Wong and his other girlfriend, Jessica Tang, crafted an alibi for their whereabouts on Nov. 21, 1999, over instant message. In another email recovered from one of Wong's computers, he allegedly wrote Tang: "I would have killed her a long time ago, the only thing standing in the way was you. The more you harassed her, the harder it was for me to do."
Tang moved in with Wong less than a week after Sin disappeared, a detective said. When police searched the home on Nov. 24, 1999, they found all of Sin's clothes in garbage bags. During a later search, a letter to Sin regarding her insurance policy was found open on Wong's bedroom night stand.
Wong was the beneficiary of the policy, but he couldn't collect because it was suspended over missing medical records. He was convicted of possessing child pornography for images found on his computers by the Pinole detectives.
He had an active arrest warrant for failing to keep up with his sex offender registration when he moved to China in 2009. He was arrested at San Francisco International Airport in December 2011 upon trying to sneak back into the country with a fake passport, according to the detectives, and charged with killing Sin a few days later.
Wong is being jailed without bail.

Shiites bury their dead in troubled Pakistani city
QUETTA, Pakistan (AP) ? Pakistani Shiites buried their kin killed in a massive bombing last weekend in the southwestern city of Quetta but the funeral on Wednesday was marred by gunfire as both protesters and police fired into the air.
Shiite Muslims have increasingly come under attack in this Sunni Muslim-dominated country where many extremists do not consider them to be true Muslims.
After Saturday's bombing killed 89 people ? the second mass-casualty assault on Shiites in Quetta in as many months ? Pakistani Shiites refused to bury their dead for three days and demanded government action. The tension evident at the funeral suggested that recent government attempts to address the problem may not be enough to appease them.
Mourners on Wednesday lowered the bodies of 89 of the victims, wrapped in white cloth, into a long line of graves dug out at the local Shiite cemetery in Quetta.
But a group of about 100 female relatives of the deceased tried to halt the funeral because they felt the government still hadn't met their demands, namely that the army lead an operation against militant groups responsible for the attacks.
The melee escalated as the women then tried to block a main highway close to the graveyard, said Shiite community leader Qayum Changezi. Angry relatives of the deceased pelted police and government officials with stones, Changezi also said.
Both police and relatives fired into the air ? the relatives in anger and the police to disperse the crowd ? said police officer Fayaz Sumbal.
Mourners scattered after the gunfire but the burial continued after the protest died down.
"We had refused to bury our dear ones with a hope that the government will take concrete steps by arresting the killers, but so far no attacker has been arrested," said Mohammed Mahdi, 16, who lost his father in the bombing. He said he now fears for his family's safety.
There's been no indication that the army would take control of the city, another longtime demand of protesters. But the government announced on Monday that paramilitary forces began an operation against the anti-Shiite militant group Lashkar-e-Jhangvi, which claimed responsibility for Saturday night's blast, and other militant groups.
The government also replaced the top police officer in Baluchistan on Tuesday. And Fayaz Sumbal, deputy police chief in Quetta has also been ordered to replace the chief of police operations in Quetta.
Shiites and human rights groups have criticized police and paramilitary forces under control of the Interior Ministry in Quetta for failing to protect the minority sect, which comprises up to 20 percent of the country's population of 180 million.
They link the authorities' apparent apathy by pointing to past connections between the country's military and anti-Shiite militants, and also allege that the militants are seen as less of a threat than the Taliban because they are not targeting the state. Political parties have also relied on banned sectarian groups to deliver votes in elections.
It remains to be seen what impact the government's recent actions will have on the problem of sectarian violence in Quetta. Suspected militants are notoriously difficult to prosecute in Pakistan, and it's unclear if the operation against Lashkar-e-Jhangvi and others will be sustained.
Last month, 86 Shiite Muslims in Quetta were killed in a major attack that eventually led the country's prime minister to sack the chief minister of Baluchistan province and his cabinet. But Saturday's attack showed that militants were still a potent force in the province.
Pakistan has launched numerous military operations against militants in recent years, but the focus has been on the Pakistani Taliban, who are waging a bloody insurgency against the state that has killed thousands of people.
Radical Sunni militants have stepped up attacks against Shiites over the past year, and violence has been especially bad in Baluchistan. In the first two months of the year, more Shiites have been killed there than in all of last year.
Meanwhile, a vehicle carrying a Sunni Muslim leader struck a roadside bomb Wednesday in a remote village of the southern Sindh province bordering Baluchistan. The blast killed the leader and wounded some of his guards, local police official Ghulam Mohammed said.
He identified the slain man as Syed Shafiq Ahemd, the grandson of a prominent spiritual leader, Ghulam Hussain Shah, who has hundreds of thousands of followers in the region. No one claimed responsibility for the bombing and police said they were investigating.

Young malaria parasites refuse to take their medicine, may explain emerging drug resistance
Tuesday, February 19, 2013New research has revealed that immature malaria parasites are more resistant to treatment with key antimalarial drugs than older parasites, a finding that could lead to more effective treatments for a disease that kills one person every minute and is developing resistance to drugs at an alarming rate.
University of Melbourne researchers have shown for the first time that malaria parasites (Plasmodium falciparum)in the early stages of development are more than 100 times less sensitive to artemisinin-based drugs, which currently represent a last line of defense against malaria.
The study was conducted by a team led by Professor Leann Tilley and Dr Nectarios (Nick) Klonis from the Department of Biochemistry and Molecular Biology and the Bio21 Institute, and is published in the journal PNAS.
The drug artemisinin (ART) saves millions of lives each year but it is still not clear exactly how it works. Professor Tilley's team developed a novel approach to examine how the parasite responds to drugs under the conditions it encounters in the body. This is important because the malaria parasite takes two days to reach maturity in each cycle but the drug only remains in the bloodstream for a few hours.
"We were surprised to find that juvenile parasites were up to 100 times less sensitive to the drug than mature parasites, and that in some strains the juvenile parasites showed a particularly high degree of resistance. This would result in a large number of juvenile parasites surviving against clinical treatment and helps explain how resistance to drugs develops," Professor Tilley said.
In order to survive in the human body, the parasite must inhabit red blood cells for part of its life cycle, to do this it first digests the cell contents including the haemoglobin protein which carries oxygen in blood.
"We found that the parasite is most susceptible to drug treatment when it is digesting haemoglobin, suggesting that a breakdown product, possibly the haemoglobin pigment, is activating ART to unleash its killing properties," Dr Klonis said.
The possibility of lower drug sensitivity of juvenile parasites was first suspected when the team studied the parasite's digestive system using a revolutionary 3D imaging technique called electron tomography at the Bio21 Institute, University of Melbourne. This initial work was supported by the ARC Centre of Excellence for Coherent X-ray Science.
"In juvenile stages the parasite's digestive system is not yet active, which explains how this stage can avoid the effects of the drug," Professor Tilley said.
"We hope that our findings will provide a guide for changing the timing of the drug treatment regime and developing longer lasting drugs, thereby killing more of the parasites and reducing the development of drug resistance."
The next steps for the team are to try and establish why certain strains are more resistant to ART drug attack than others.
"With the current political will in malaria-affected countries to combat the disease, and funding for implementation of anti-malarial strategies available from the NHMRC, Gates Foundation and other donors, the basic research being done in Australia will be quickly translated into lives saved in the field," added Professor Tilley.

It was a packed house for both workshops held at the Taubman Museum of Art Tuesday. There were 60 computers sitting ready for two sessions aimed at getting small businesses with no Internet presence online for the first time. Extra tables had to be set up to accommodate as many as 100 people for the second workshop.
Sue and Brittany Staley came from Martinsville. They purchased Hidden Valley Farmz. Sue said they hoped to get a website up to showcase their all natural farm. ?We?re trying to get people out to see what they are putting on their table.?
The workshop was free and Intuit offered a free website for up to 3 pages for one year. After the initial year the business would pay $6.99 a month if they decide to keep it. The offer is still available at VirginiaGetOnline.com for businesses still wanting to take advantage of the offer.
Google came to Roanoke in response to a request by Congressman Bob Goodlatte. Goodlatte was a guest speaker at the second workshop. He served as past Chairman of the Subcommittee on Intellectual Property, Competition, and the Internet. Congress is currently working on legislation that would require online businesses to collect sales tax for goods sold across state lines. Online business currently only collect sales tax in the state where they reside.
Goodlatte will support online sales tax legislation but as Chairman of the House Judiciary Committee he told attendees that he will insist that it be make ?as simple and seamless for [businesses] online.? He made the point that with all states having differing requirements for collecting sales tax it would create a collection nightmare for online retailers.
Cracking down on criminal activity on the Internet is another effort Congress needs to undertake. The ?trust factor? is an important for businesses. ?People won?t do business with you unless they trust you,? said Goodlatte.

Becca Ginsberg, Communications Manager for Virginia Get Your Business Online said that their research showed that 97 percent of users go online to look for local products and services. In Virginia 45 percent of all businesses do not have a website. ?A quarter of those are completely invisible online,? she said.
Ginsberg said she has heard from business who are intimidated by the Internet and perceive a website as being too time consuming. ?They just haven?t taken that step to do it.?
Businesses attending the workshop will have a website by the end of the session she said. They were told to bring pictures and think of what they wanted to say on their new website. Businesses without a website are at a disadvantage as more and more people search for services and goods online. ?If they don?t find you online they?ll go to the next business,? said Ginsberg.
Soo Young Kim, the Head of Marketing for VGYBO said those who come to the workshop prepared will have their website up in 60-90 minutes with no coding using Intuit?s Sitebuilder tool. ?If businesses aren?t online consumers can?t find them ? especially those with no storefront and businesses grow 40 percent faster when they are online.?
Later Congressman Goodlatte expanded on the sales tax legislation that Virginia hopes to tap for its transportation needs. He has conveyed to Governor Bob McDonnell who has included online sales tax revenue for his transportation plan based on congressional action that there is no timeline. ?It has a long way to go,? said Goodlatte. ?My initial reaction is that there is more work to be done to make sure that the businesses are treated fairly.?

Red tape has to be eliminated he said. There is both legislation to exempt small businesses and there is legislation to require them to be more streamlined. ?I frankly prefer that all businesses be treated the same,? said Goodlatte. He favors all business participate in a streamlined system. Small businesses would have one sales tax for Virginia transactions and one sales tax for their interstate transactions.
Goodlatte said consideration for businesses not online needs to be considered. Different states have different kinds of paperwork and some give kickbacks. All that needs to be worked out with the 45 states that have a sales tax. ?You don?t have a representative in [another state's] legislature to go and complain like you do here in Virginia.?
Businesses online currently have a sales tax advantage over ?brick and mortar? businesses. On the flip side online businesses have shipping costs to contend with said Goodlatte. ?This legislation is not going to move anytime soon,? he said. There needs to be some compact between the states for it to move forward before Goodlatte would support it. ?That is a significant concern of mine.?
