Communications Academy 2013 This years theme: ?Maintaining ...

Communications Academy this year is scheduled for April 13th. and 14th.

The Communications academy is and has been the premier training and networking opportunity in the pacific northwest. The theme is : ?Maintaining Readiness When Nothing Bad is Happening.? realistically states states the job of all EMCOMM Leaders. We must keep our staff motivated and interested in honing their skills and keeping constant contact with our stakeholders. Hams new and old, EMCOMM or not will enjoy and benefit by this opportunity.

The 2013 Communications Academy- our 15th.- will be held over the weekend of April 13th. and 14th. and you are invited! CommAcademy will be held at the South Seattle Community College and features 30+ presentations on emergency response, emergency communications, radio basics, digital emergency communications, recent major disasters, and disaster preparedness. The theme for the 2013 CommAcademy is ? Maintaining Readiness When Nothing Bad is Happening? Lunch for both days is provided, morning refreshments are provided, there are raffles and door prizes and exhibitors will be on site with radios, software, clothing and lots of other accounterments for what we do!

Keep Your Spouse's Mind Occupied with Positive Thoughts of You ...

We?ve heard it all before, relationships take work. I prefer not to call it work, I?d rather say relationships require effort. Effort is something, that if we put our mind and energy toward, can actually happen. We are in more control of what happens in our love life than we care to admit. We have the power to make our relationship easier.

Many of the things that add stress to our marriage are well within our control. We can choose to improve ourselves, speak life into our marriage, and stay focused on the positive things that are happening. Or we can highlight the negative, complain about all the things our spouse happens to be doing wrong, and make, not only our spouse?s, but our life miserable. We can create an environment so filled with drama and distractions that neither partner looks forward to returning home at the end of a long day. I knew I never wanted that type of home. Don?t get me wrong, my husband and I disagree, we fuss, we get upset, and we grate on each other?s last nerve. But no matter what, I refuse to have a home that lacks a sense of peace overall.

I made it up in my mind, I wanted my husband to be thinking positive thoughts of me when we are apart. In order for that to happen, there a few things I must be mindful of.

Disagreements get nipped in the bud the moment they show up. No sense in holding on to unnecessary drama if it is something we can discuss and get over right away. I have to open my mouth and share what?s on my mind, the good and the bad and listen when my husband does the same. I also have to be willing to forgive and apologize when needed in order to maintain the peace.

I must shower my husband with affection. Physical touch is important in any relationship, especially a marriage. I want to leave him wanting more and give him something to look forward to coming back home to.

I have to encourage him throughout the day with little reminders of ?just how great I think he is. I can do this through text messages or phone calls as long as I make sure to remind him that I love and support him, and of how much I believe in him.

These are just a few of the small things we can be aware of as we seek to create and maintain a peaceful and loving marriage. There is a certain affect I would like ?to have on my husband. I want to keep his mind occupied with positive thoughts of me.

Okay, obviously, this thread is as the title says. Here, you can create NPC's such as valuable/important people who will appear throughout the RP, or just to create some random human/elf/dwarf and then kill them off. The choice is yours. Also, NPC's will be controlled by anyone unless told otherwise. This thread is mainly so that you can create another character without the process of a long character sheet or just to introduce certain key/non-key characters.

For example, I plan on making a Dwarf (who will be the counterpart to Oghren! Love the little bastard XD) later who will be introduced during the Deep Roads part of the Role-play. Of course he can be controlled by anyone, however; there are terms to how and if I decide to have him killed. I hope some of this makes some sense as I am extremely tired. I will come back and edit this when I wake up, but for the time being, deal with it XD

'Quadruple helix' DNA discovered in human cells

Jan. 20, 2013 ? In 1953, Cambridge researchers Watson and Crick published a paper describing the interweaving 'double helix' DNA structure -- the chemical code for all life.

Now, in the year of that scientific landmark's 60th Anniversary, Cambridge researchers have published a paper proving that four-stranded 'quadruple helix' DNA structures -- known as G-quadruplexes -- also exist within the human genome. They form in regions of DNA that are rich in the building block guanine, usually abbreviated to 'G'.

The findings mark the culmination of over 10 years investigation by scientists to show these complex structures in vivo -- in living human cells -- working from the hypothetical, through computational modelling to synthetic lab experiments and finally the identification in human cancer cells using fluorescent biomarkers.

The research, published January 20 in Nature Chemistry and funded by Cancer Research UK, goes on to show clear links between concentrations of four-stranded quadruplexes and the process of DNA replication, which is pivotal to cell division and production.

By targeting quadruplexes with synthetic molecules that trap and contain these DNA structures -- preventing cells from replicating their DNA and consequently blocking cell division -- scientists believe it may be possible to halt the runaway cell proliferation at the root of cancer.

"We are seeing links between trapping the quadruplexes with molecules and the ability to stop cells dividing, which is hugely exciting," said Professor Shankar Balasubramanian from the University of Cambridge's Department of Chemistry and Cambridge Research Institute, whose group produced the research.

"The research indicates that quadruplexes are more likely to occur in genes of cells that are rapidly dividing, such as cancer cells. For us, it strongly supports a new paradigm to be investigated -- using these four-stranded structures as targets for personalised treatments in the future."

Physical studies over the last couple of decades had shown that quadruplex DNA can form in vitro -- in the 'test tube', but the structure was considered to be a curiosity rather than a feature found in nature. The researchers now know for the first time that they actually form in the DNA of human cells.

"This research further highlights the potential for exploiting these unusual DNA structures to beat cancer -- the next part of this pipeline is to figure out how to target them in tumour cells," said Dr Julie Sharp, senior science information manager at Cancer Research UK.

"It's been sixty years since its structure was solved but work like this shows us that the story of DNA continues to twist and turn."

The study published January 20 was led by Giulia Biffi, a researcher in Balasubramaninan's lab at the Cambridge Research Institute.

By building on previous research, Biffi was able to generate antibody proteins that detect and bind to areas in a human genome rich in quadruplex-structured DNA, proving their existence in living human cells.

Using fluorescence to mark the antibodies, the researchers could then identify 'hot spots' for the occurrence of four-stranded DNA -- both where in the genome and, critically, at what stage of cell division.

While quadruplex DNA is found fairly consistently throughout the genome of human cells and their division cycles, a marked increase was shown when the fluorescent staining grew more intense during the 's-phase' -- the point in a cell cycle where DNA replicates before the cell divides.

Cancers are usually driven by genes called oncogenes that have mutated to increase DNA replication -- causing cell proliferation to spiral out of control, and leading to tumour growth.

The increased DNA replication rate in oncogenes leads to an intensity in the quadruplex structures. This means that potentially damaging cellular activity can be targeted with synthetic molecules or other forms of treatments.

"We have found that by trapping the quadruplex DNA with synthetic molecules we can sequester and stabilise them, providing important insights into how we might grind cell division to a halt," said Balasubramanian.

"There is a lot we don't know yet. One thought is that these quadruplex structures might be a bit of a nuisance during DNA replication -- like knots or tangles that form.

"Did they evolve for a function? It's a philosophical question as to whether they are there by design or not -- but they exist and nature has to deal with them. Maybe by targeting them we are contributing to the disruption they cause."

The study showed that if an inhibitor is used to block DNA replication, quadruplex levels go down -- proving the idea that DNA is dynamic, with structures constantly being formed and unformed.

The researchers also previously found that an overactive gene with higher levels of Quadruplex DNA is more vulnerable to external interference.

"The data supports the idea that certain cancer genes can be usefully interfered with by small molecules designed to bind specific DNA sequences," said Balasubramanian.

"Many current cancer treatments attack DNA, but it's not clear what the rules are. We don't even know where in the genome some of them react -- it can be a scattergun approach.

"The possibility that particular cancer cells harbouring genes with these motifs can now be targeted, and appear to be more vulnerable to interference than normal cells, is a thrilling prospect.

"The 'quadruple helix' DNA structure may well be the key to new ways of selectively inhibiting the proliferation of cancer cells. The confirmation of its existence in human cells is a real landmark."

Clinton urges participation in service projects

(AP) ? Former first daughter Chelsea Clinton urged people to participate in service projects, saying there's a chain of service that links generations of Americans from all across the country.

Clinton is the daughter of former President Bill Clinton and Secretary of State Hillary Rodham Clinton. On Saturday she spoke at a summit on the National Mall for the National Day of Service.

Clinton said she was inspired by the volunteer work of her grandmother, Dorothy Rodham, who began as a child volunteer teaching migrant workers English and kept up her volunteer efforts for her entire life.

President Barack Obama, first lady Michelle Obama, Vice President Joe Biden and his wife, Jill, are participating in service projects throughout the Washington area.

Volunteers also are organizing service events in all 50 states.

Electric cars are not dead but are inevitable, says GM's Mark Reuss

The electric car is not dead, but is inevitable. That was a message delivered on Wednesday by GM's North America President Mark Reuss for the Automotive News World Congress. The automotive press is full of dire predictions and mis-characterization of the process of electric vehicle adoption. Instead, Reuss said the industry and mass consensus opinion of car buyers is simply in the middle of a transition, and transitions take time.

There is a fair amount of negative press coverage of electric vehicles. A year ago it was the Chevy Volt fire controversy, a highly politicized and purposely hyped non-danger which blew out following congressional testimony. The political campaign season fortunately just concluded included a lot of over-hyped bogus statements against electric cars, such as the bogus claim that each Chevy Volt came from a $250,000/Volt federal subsidy, Gingrich's boast that you can't put a gun rack in a Chevy Volt (when you can), and Romney's repeated efforts to Solyndraize Fisker Automotive and Tesla Motors. The political hype got so bad that Bob Lutz had to weigh in multiple times, telling his conservative friends they were hurting the American economy and jobs growth by bashing electric car makers. Then there are taxes on electric cars either going into effect or being considered in Arizona, Oregon, Virginia, and Washington State. And there's also all the press describing electric vehicle sales as a dismal drop in the budget, when the truth is that electric vehicle sales are rapidly growing (same numbers, just looked at different ways).

It's enough some days to make even ardent supporters of electrified vehicles sad and frustrated.

Reuss answered all of that saying "We?re talking about a transformation here. And transformation takes time. It takes a long time to change an industry, to change habits, and to change a way of life." And that "I believe, and we at GM believe that the public will accept and embrace electric vehicles; some people already have." He also promised a cheaper Volt: GM's Reuss promises Volt 2.0 will be thousands of dollars cheaper

He pointed to technology advances that are coming which will "offer comparable performance at comparable prices," in time.

What does that mean? What about "an affordable electric car that offers 300 miles of range with all the comfort and utility of a conventional vehicle"?

Many in the auto industry think that before electric cars can be successful they must exactly replicate the fueling behavior of gasoline cars. That means a 300+ mile driving range between fillups, and refueling that takes 5 minutes or so. The closest to that among the current electric cars is the Tesla Model S, where the 85 kilowatt-hour model has an EPA certified 265 mile electric driving range, and at a SuperCharger station will refuel in about an hour. In the meantime GM and other electric vehicle makers are working with battery manufacturers to increase energy density while reducing costs. GM's management has stated several times over the past year that the company is researching advanced battery technology in both the U.S. and China, and that GM will be selling a 200 mile range affordable electric car in a few years. Did Reuss just repeat that claim?

In the meantime the Chevy Volt has seen a tremendous sales growth from 2011 to 2012, even though total sales are a drop in the bucket compared to gasoline powered cars. And GM has just shown the Cadillac ELR based on the Volt technology. Reuss expects the ELR to sell well, because of its looks and the luxury features you'd expect from a Cadillac.

Why is the electric vehicle inevitable? According to Reuss it's because of the technology improvements which will eventually deliver the 300 mile range and instant refueling experience that many think they require. We don't have to take just GM's word on this, because there is other evidence of technology advances.

An example comes from the electric motorcycle racing field where the top teams have made tremendous speed improvements. During the TTXGP World Championship race at Daytona in October, Brammo's hit top speeds of 170 miles/hr during race conditions, a speed that just two years ago was the land speed record for electric motorcycles. During the e-Power/TTXGP race at Laguna Seca in July, the top five bikes clocked lap times fast enough to beat some of the 600cc gas bikes racing that weekend. That the top electric motorcycles are clocking speeds as fast or faster than the top gas bikes demonstrates that the speed fanatics don't need their V8 monster machines to experience speed, but where the electric race bikes still come up short is in range. The electric races are 1/3rd-1/2 the distance of gas bike races. But that simply means a breakthrough in battery energy density, which GM and others are actively researching, will result in electric race bikes that can match or exceed both the speed and distance of gas powered race bikes.

In short, electric car or motorcycle makers will be able to increase speed, power and range of mass market electric vehicles, while reducing the cost. This much is inevitable because there are several different paths of battery research leading in that direction. The question at that time will be, why do we need to burn stuff to drive around town, or for racing?

Nashville, Season 1

NASHVILLE - "I'm Sorry for You, My Friend" Quiet, soulful hottie Gunnar

Talking to David Plotz about Wednesday?s episode of Nashville got me ponderin? a mess of things, like why the show is so unsentimental about what music can and can?t do and whether Scarlett is a secret narcissist. After the chat, though, commenters fixated on a very specific Plotzian claim, which I feel obligated to address here before the ghosts of Betty Friedan and Mae West swoop down to revoke my feminism card.

Basically, Plotz believes that the male characters on Nashville are far fresher and dewier and prettier than the female characters. With the exception of Scarlett, he says, the women are either intimidatingly tough (Juliette) or, you know, old (Rayna, sister Tandy, Peggy, hot reporter, cougar agent). Meanwhile, the guys read as young, soft, and uncomplicatedly attractive, from stubbly Avery to baby-faced Gunnar to Teddy to Liam to Sean. ?It seems like the idea is to make a show that women in their 40s will like, with women who are attainably beautiful and age appropriate, and then male arm candy,? Plotz concludes.?

To which I said at first (with all the respect I could muster, given that David is my boss), pshaw. Because, obviously, Rayna and Juliette are gorgeous, light years away from ?attainably? so, with their toned bodies and luminous skin and hair tousled by invisible winds of pure sex appeal. If Scarlett is an exception, she is a huge one, and Gunnar?s one-time girlfriend Hailey has dark tresses, a lovely complexion (probably all that yogurt), and flashing, bottomless eyes. Furthermore, though the male side of Nashville abounds with older dad-types (Glenn, Coleman), gross, dried-up rockers (the Revel Kings), unremarkable-looking producers (Randy, Marshall Evans), and humans who resemble bulldogs (Lamar), I cannot name any equivalently average-looking women. If pressed, I would have guessed that Nashville expected slightly more, in the looks department, from the women than from the guys?and that in that respect it joined the ranks of probably every network television show, ever.

But now I?m wondering whether there might be something to Plotz?s thesis. Not the part about the women being ?attainably attractive? (though I can understand how Rayna comes across as more hardworking and decent than sexy, even as Deacon, her counterpart, is pure smolder), but the part about the guys being unusually objectified. Nashville does boast an alarming number of extremely good-looking male characters. They fit very specific archetypes of hotness: indie rock hottie (Liam), young ambitious hottie (Avery), quiet soulful hottie (Gunnar), seasoned/wounded hottie (Deacon), jailbird hottie (Jason), choirboy/quarterback hottie (Sean).??

Perhaps the show?s aesthetic of young, pretty men reveals its debt to the soap opera genre. (Aren?t daytime soaps always producing gorgeous pool boys and surgeons from their sleeves, Houdini-like, to titillate female viewers? Prototype: Josh Duhamel.) Television in general could be growing more equitable, or more interested in appealing to 100 percent of its audience, rather than 50 percent. Or maybe the explanation lies with country music: the brawny physicality of its sound, the adoration of the cowboy, something else in the genre?s mythology that makes us think of guys as sex objects.

Or maybe, just maybe, it has to do with Callie Khouri herself. Don?t forget that in Thelma & Louise, she wrote two attainably beautiful, early-middle-aged women, and one cartoonishly sexy archetypal bad boy ? played by unknown, fresh-faced Brad Pitt. Remember his abs in that movie? Yes, you do.

Whatever the reason, I applaud Nashville?s commitment to XY eye candy. There?s nothing wrong with using your TV as a portal to fantasies of flawless male beauty, especially if doing so makes you contemplate a privilege straight guys have enjoyed for time immemorial.

Or as a Nashvillian might say, yee-haw.??????

You might ask why Canon calls the imageClass D530 Multifunction Copier a copier, as opposed to a multifunction printer (MFP), as it can print from a computer in addition to scanning and faxing. Actually, you could call it either, but its features and connectivity are largely geared to walk-up use as a standalone copier. In our printing tests, it proved to be fast and has solid text quality. Its lack of an automatic document feeder (ADF) limits it to copying or scanning relatively short documents, and its graphics quality is sub-par.

Features
The D530 measures 12 by 15.4 by 17.2 inches, larger than you'd want to share a desk with, and weighs 27 pounds with its cartridge in place. As you'd expect, the D530 has a few more copying/scanning options available from the front panel than typical MFPs. For example, one button controls two sided copying (1-sided to 2-sided, 2-sided to 1-sided, and 2-sided to 2-sided); another, labeled "N on 1", lets you choose between 4-on-1, 2-on-1, and ID Card copy. An alphanumeric keypad lets you set the number of copies. You can set the D530 to collate copies, though it won't separate them. Also on the front panel is a 5-row backlit LCD, and a 4-way rocker control with an OK button in the center lets you implement choices.

Beneath the top lid is the flatbed, which fits up to letter- or A4-sized paper. The D530 lacks an automatic document feeder (ADF), so you have to feed the paper one sheet at a time, opening the lid to access the flatbed, limiting you to copying or scanning relatively short documents. Paper capacity is 250 sheets plus a 1-sheet multipurpose tray, which should be fine for lighter-duty use in a small or home office, or as a personal MFP in any size office.

The lack of an ADF limits the D530's usefulness for copying and scanning to relatively short documents?no one's going to want to feed a 100-page document page by page, opening the flatbed cover for each page.

As the D530 lacks a port for a USB thumb drive, it must be connected to a computer in order to scan. You can initiate a scan either from the printer's front panel or from your computer. As it's Twain and WIA compatible, you can scan from nearly any program that has a scan command. Formats it scans to include Hi-Compression PDF (Windows only), Searchable PDF (Windows only), PDF, JPEG, TIFF, BMP, and PNG.

Its connectivity is USB only. I tested it over the USB connection using a computer running Windows Vista.

Print Speed
The D530's printing speed is rated at 16 pages per minute in its default duplex (two-sided) mode, and 26 pages per minute in simplex. In duplex (we use the default mode for our official timings), I timed it on our business applications suite at an effective 10.1 pages per minute (ppm), and 12 ppm when I switched to simplex. These speeds are fast for its rated speed and price, and comparable to those of the Editors' Choice Canon imageClass MF4880dw, which we clocked at 9.6 ppm in duplex and 12.5 ppm in simplex. At these speeds we don't consider speed differences of less than a page per minute as significant, so they're essentially tied. The HP LaserJet Pro M1212nf MFP tested at 11.1 ppm and the Editors' Choice Panasonic KX-MB2000, rated at 24 pages per minute, tested at 7.9 ppm?both in simplex (they lack auto-duplexers).

Output Quality
Output quality was slightly sub-par overall for a mono laser, with text quality on the high side of average, sub-par graphics, and photo quality on the low side of average. Text quality should be fine for any standard business use except for ones requiring very small fonts, such as demanding desktop publishing applications.

With graphics, there was significant dithering (visible dot patterns). Some thin lines that had been in color on the original were invisible, and one illustration designed to bring out posterization?sudden changes in shading where there should be gradual?showed a uniform dark shade with none of the lighter tones that should have been there. The quality wasn't up to what I'd look for to print out PowerPoint handouts, for example.

Photos also showed significant dithering and some posterization. Quality is fine for printing out images from Web pages or files, but probably not up to use in a client newsletter.

Comparisons
As we haven't reviewed other multifunction copiers, the D530 is best compared with other low-priced monochrome MFPs with similar features. The Editors' Choice Canon imageClass MF4880dw costs a little more, and has similar speed, output quality, and paper capacity, but also adds Ethernet and Wi-Fi connectivity, fax capability, and a 50-sheet ADF.

The Editors' Choice Panasonic KX-MB2000 can be bought for a pittance, and offers most of the MFP features of the D530 plus Ethernet, but is a bit slower and lacks an auto-duplexer. The HP LaserJet Pro M1212nf MFP also lacks an auto-duplexer, but adds fax, Ethernet, and an ADF.?

The Canon imageClass D530 Multifunction Copier is worth considering as a fast, three-function (print, copy, scan) MFP for connecting to a single computer or as a standalone copier for lighter-duty walk-up use. The lack of an ADF limits the length of the documents you may be willing to copy or scan with it, and so consigns it to light-duty use.

The D530 is best for text printing, as its graphics quality fell short and photo quality was slightly below the curve. Its running cost of 4.1 cents per page is essentially identical to all the MFPs mentioned here. There are low-priced monochrome MFPs with more robust feature sets, but if you need to do a lot of quick copying of a variety of short one-sided and two-sided documents as well as ID cards, it could well be your MFP, or as it were, your MFC, of choice.

A Florida appeals court wants guidance on an ethics issue: Should judges recuse from cases when they are Facebook friends with the prosecutor?

The 4th District Court of Appeal said on Wednesday that the matter is of great importance, and the Florida Supreme Court should decide the issue, the Palm Beach Post reports.

The appeals court removed Judge Andrew Siegel of Broward County from a case in September because he was Facebook friends with the prosecutor. Its decision (PDF) cited a judicial ethics opinion that judges should not friend lawyers who appear before them. According to the appeals court, the ethics pinion recognized that friending could undermine confidence in a judge?s neutrality.

One Big Lie

?I view this situation as one big lie that I repeated a lot of times.?

That?s the key line in Lance Armstrong?s interview with Oprah Winfrey. Unable to preserve his initial story?that he never doped?Armstrong is peddling a new story: He doped, he lied about not doping, and that?s all there is to it.

But that?s not all there is to it. The U.S. Anti-Doping Agency?s report on Armstrong, issued three months ago, details numerous incidents in which Armstrong, according to sworn witnesses, pressured, threatened, or intimidated others. Among them:

1. In 2002, according to Armstrong?s ex-teammate, Christian Vande Velde,

Armstrong told Vande Velde that if he wanted to continue to ride for the Postal Service team he ?would have to use what Dr. [Michele] Ferrari had been telling [Vande Velde] to use and would have to follow Dr. Ferrari?s program to the letter.? Vande Velde said, ?[t]he conversation left me with no question that I was in the doghouse and that the only way forward with Armstrong?s team was to get fully on Dr. Ferrari?s doping program.?

2. At the 2004 Tour de France, after cyclist Filippo Simeoni testified against Dr. Ferrari,

Armstrong rode [Simeoni] down and threatened [that] if Simeoni did not return to the peloton Lance Armstrong would stay with the break and doom it to failure ? As Simeoni and Armstrong fell back to the peloton, Armstrong verbally berated Simeoni for testifying in the Ferrari case, saying, ?You made a mistake when you testified against Ferrari and you made a mistake when you sued me. I have a lot of time and money and I can destroy you.? Armstrong was captured on video making a ?zip the lips? gesture which underscored what Armstrong had just said to Simeoni about how Simeoni should not have testified against Dr. Ferrari.

3. In 2005, after fellow riders Jonathan Vaughters and Frankie Andreu

exchanged text messages in which they discussed doping on the U.S. Postal Service team, Mr. Vaughters? texts became an exhibit in [a court] proceeding. ? Since that time, Mr. Vaughters? employer, Slipstream Sports, has received several phone calls from Mr. Armstrong suggesting that Mr. Vaughters should be removed from the management of Slipstream Sports.

4. According to Armstrong?s former teammate, Tyler Hamilton,

after Mr. Hamilton had testified about Mr. Armstrong?s doping and after Mr. Hamilton?s cooperation with federal law enforcement officials had been publicly reported, on June 11, 2011, Mr. Hamilton was physically accosted by Mr. Armstrong in an Aspen, Colorado restaurant. ? Mr. Armstrong said, ?When you?re on the witness stand, we are going to fucking tear you apart. You are going to look like a fucking idiot.? ? ?I?m going to make your life a living ? fucking ? hell.?

In his interview with Winfrey, Armstrong categorically denied that any riders had been pressured to dope: ?The idea that anybody was forced or pressured or encouraged is not true.? When Winfrey asked Armstrong whether he had been the real boss of his team, he replied evasively: ?Well, I was the top rider. I was the leader of the team. I wasn?t the manager, the general manager, the director.? He went on: ?There was never a direct order, or a directive to say, ?You have to do this if you want to do the Tour, if you want to be on the team.? That never happened. It was a competitive time. We were all grown men. We all made our choices.?

Winfrey asked Armstrong about Vande Velde?s claim ?that you threatened to kick him off the team if he didn?t shape up and conform to the doping program.? Armstrong shot back, ?That?s not true.? Instead, Armstrong softened the story into a matter of setting the wrong example: ?But even if I don?t say it, if I do it, and I?m the leader of the team, you?re leading by example, so that?s a problem.? With this maneuver?deflection disguised as contrition?Armstrong reduced the charge of coercion to a plea of doping. He pointed out ?the difference between that and saying, ?You have to do this if you want to do the Tour or stay on this team.? ? I view one of them as a verbal pressure, as a directive. And that didn?t exist.?

Armstrong couldn?t deny all the lawsuits he had filed and all the people he had accused of lying. So he attributed these intimidation tactics to fear, a rough childhood, and his cancer. He had vilified witnesses who told the truth because he saw them ?as a friend turning on you.? He had attacked any threat because when he was a kid, his family ?felt like we had our backs against the wall.? And, tragically, ?my diagnosis ? turned me into a person? who was resolved to ?win at all costs,? since cancer compels you to ?do anything I have to do to survive. ? And I took that attitude, that ruthless and relentless and win-at-all costs attitude, and I took it right into cycling.?

That seems to be the game plan Armstrong brought to this interview. Downplay your power over others. Deny issuing explicit orders to dope. Convert any such story into a matter of setting a poor example. ?Take responsibility for yourself, but suggest that others?those who claim you pressured them?must do the same. Recast your threats, retributions, and demands for silence as products of a hard life. Reduce your sins of coercion to sin of deceit. When Winfrey asked Armstrong ?what made you a bully,? he answered: ?Just trying to perpetuate the story and hide the truth.?

That?s Armstrong?s message: Everything he did, no matter how domineering, menacing, or manipulative, was a desperate effort to protect a single lie. ?I tried to control the narrative,? he says. And he?s still trying to control the narrative. Which is a good reason not to believe it.

O.C. Sheriff Talks About Breast Cancer Fight | KTLA 5

SANTA ANA, Calif. (KTLA) ? Orange County Sheriff? Sandra Hutchens announced in November that she is seeking treatment for breast cancer.

She has headed the department since 2008, succeeding Mike Carona, who is now in federal prison for witness tampering.

Hutchens, 57, is widely credited with cleaning up a department ravaged by scandal.

On Tuesday, Hutchens sat down with KTLA?s Mary Beth McDade to talk about her fight with cancer.

?It?ll drop you to your knees when you?re told you have cancer,? Hutchens said. ?My next question is am I going to live? Is it treatable??

Hutchens discovered a lump in her breast through self-examination only six months after her annual mammogram showed nothing.

?The oncologist said it?s not unusual,? Hutchens said.

Although there?s no history of cancer in her family, Hutchens says she always wondered what she would do.

?Would I get chemo? What would I do? Would I get a lumpectomy? Would I get a mastectomy?? she recalled.

?I?ll tell you, when you?re told you have cancer, you?ll do anything to survive.?

Hutchens immediately began intense chemotherapy, causing her to tire easily and lose her hair. She now wears a wig.

?They told me I was going to lose my hair in a couple weeks after the chemo treatment. I did. And once it was done, it was done. It was okay.?

?My husband said hey you don?t look too bad, you?ve got a pretty good looking bald head,? she joked.

Her husband of 15 years has been her biggest support, going to chemotherapy with her and standing by her side ?100 percent.?

She says that feeling vulnerable has been the hardest part, because in her profession, she?s used to helping others.

?It was hard for me to accept the label ?cancer patient,?? Hutchens said.

She has almost completed her first round of chemo, and the next step is to get a lumpectomy in mid-February.

Hutchens will then have three more months of chemo and radiation. Her prognosis, according to her doctors, is very good.

?They?re very pleased with where I am today and how I?ve tolerated the chemo. The tumor is shrinking, that?s all good news. So they?re very optimistic.?

World Bank cuts growth outlook as advanced nations drag

WASHINGTON (Reuters) - A frustratingly slow economic recovery in developed nations is holding back the global economy, the World Bank said on Tuesday, as it sharply cut its outlook for world growth in 2013.

The World Bank forecast that global gross domestic product will inch up 2.4 percent this year, from 2.3 percent in 2012. In its last forecast in June, the bank projected global growth would reach 3.0 percent in 2013.

Andrew Burns, lead author of the bank's Global Economic Prospects report, said that a recovery the bank had anticipated last year was now expected "closer to the end of the first quarter and into the second quarter of 2013, rather than beginning a little earlier."

The Bank warned that a drawn-out political battle in the United States over raising the government's borrowing limit and spending cuts could hit growth, spark a loss of confidence in the U.S. dollar and unnerve financial markets.

The World Bank also cut its forecast for developing countries, which last year grew at their slowest pace in a decade, to 5.5 percent in 2013 from 5.9 percent in the June forecast. It said growth in these countries should slowly pick up, reaching 5.7 percent next year and 5.8 percent in 2015.

Before the global financial crisis hit in 2007, developing countries as a whole were chalking up growth rates of around 7.5 percent, with China growing at an annual rate of 10 percent.

The World Bank forecast that Chinese growth would reach 8.4 percent this year, slowing to 7.9 percent by 2015.

In comparison, growth in advanced economies should reach a very weak 1.3 percent this year, weighed down by spending cuts, high unemployment and weak consumer and business confidence, the World Bank said. Activity should strengthen next year to 2 percent and 2.3 percent in 2015.

While financial markets were buoyed by measures adopted last year to address the euro-zone debt crisis, the World Bank urged Washington to outline a credible medium-term fiscal plan that "avoids episodes of brinkmanship" over raising the country's self-imposed debt ceiling.

The White House and the U.S. Congress did agree at the beginning of January to extend tax cuts for American families earning less than $450,000 a year as part of a deal over the so-called fiscal cliff. But lawmakers must still navigate the debt limit as well as thrash out a deal over drastic automatic spending cuts that were postponed until March 1.

"Policy uncertainty (in the United States) has already dampened growth," the World Bank said. "Should policymakers fail to agree such measures, a loss of confidence in the currency and an overall increase in market tensions could reduce U.S. and global growth by 2.3 and 1.4 percent respectively."

Burns urged developing countries to "maintain a steady hand on monetary policy" and not to react too forcefully to changes in developed countries. He said developing nations should focus on structural policies and investments to support sustained growth.

The Bank said most developing countries were operating at or near "full capacity" and additional efforts to boost output risk hitting inflation speed bumps.

Meanwhile, the World Bank said a decline in China's unusually high investment rate was not likely to affect global growth over the medium to long term, but warned that a sharp decline could have domestic and global consequences.

World Bank economic simulations suggest that a 10 percentage point deceleration in Chinese investment would cause Chinese GDP growth to slow by about 3 percentage points.

The Bank said a bitter territorial row between China and Japan over islands in the East China Sea has had an impact on Japanese exports to China.

Obama to unveil gun violence measures Wednesday

WASHINGTON (AP) ? President Barack Obama's broad effort to reduce gun violence will include proposed bans on military-style assault weapons and high-capacity ammunition clips as well as more than a dozen executive orders aimed at circumventing congressional opposition to stricter gun control.

Obama was to announce the measures Wednesday at a White House event that will bring together law enforcement officials, lawmakers and children who wrote the president about gun violence following last month's shooting of 20 young students and six adults at an elementary school in Newtown, Conn.

The broad package Obama will unveil will also include efforts to stop bullying and boost availability of mental health services.

But Congress would have to approve the bans on assault weapons and ammunition magazines holding more than 10 bullets, along with a requirement for universal background checks on gun buyers. Some gun control advocates worry that opposition from Republicans and conservative Democrats, as well as the National Rifle Association, will be too great to overcome.

"We're not going to get an outright ban," Rep. Carolyn McCarthy, D-N.Y., said of limits on assault weapons. Still, McCarthy, a leading voice in Congress in favor of gun control, said she would keep pushing for a ban and hoped Obama would as well.

White House officials, seeking to avoid setting up the president for failure, have emphasized that no single measure ? even an assault weapons ban ? would solve a scourge of gun violence across the country. But without such a ban or other sweeping, congressionally-approved measures, it's unclear whether executive actions alone could make any noticeable difference.

"It is a simple fact that there are limits to what can be done within existing law," White House spokesman Jay Carney said Tuesday. "Congress has to act on the kinds of measures we've already mentioned because the power to do that is reserved by Congress."

New York Gov. Andrew Cuomo on Tuesday signed into law the toughest gun control law in the nation, and the first since the Connecticut school shootings. The law includes a tougher assault-weapons ban and provisions to try to keep guns out of the hands of mentally ill people who make threats.

According to a lobbyist briefed Tuesday, Obama will present a three-part plan focused on gun violence, education and mental health. He'll call for:

? A focus on universal background checks. Right now some 40 percent of gun sales take place without background checks, including by private sellers at gun shows or over the Internet, according to the Brady Campaign to Prevent Gun Violence.

? A ban on assault weapons and limiting ammunition magazines to 10 rounds or fewer.

? A federal statute to stop "straw man" purchases of guns and crack down on trafficking rings.

? More anti-bullying efforts; more training for teachers, counselors and principals; and funding for schools for more counselors and resource officers.

Obama also will order federal agencies to conduct more research on gun use and crimes, the lobbyist said, something Republican congressional majorities have limited through language in budget bills.

On mental health, Obama will focus on more availability of mental health services, training more school counselors and mental health professionals, and mental health first aid training for first responders, according to the lobbyist, who was not authorized to discuss the plan publicly before the president's announcement and requested anonymity.

The president's framework is based on recommendations from Vice President Joe Biden, who led a wide-ranging task force on gun violence. The vice president's proposals included 19 steps that could be achieved through executive action.

Obama also may order the Justice Department to crack down on people who lie on gun-sale background checks; only a tiny number are now prosecuted. Such a step has support from the National Rifle Association, which has consistently argued that existing laws must be enforced before new ones are considered.

And Obama may give schools flexibility to use grant money to improve safety.

Gun control proponent Rep. Bobby Scott, D-Va., who met with Biden on Monday, said the president is also likely to take executive action to ensure better state reporting of mental health and other records that go into the federal background check database. But he, too, acknowledged there were clear limits to what Obama can do without Congress' say-so.

"You can't change the law through executive order," Scott said.

White House officials signaled that Obama would seek to rally public support for the measures he puts forward, perhaps holding events around the country or relying on Organizing for America, his still-operational presidential campaign.

Still, it's unclear how much political capital Obama will exert in pressing for congressional action.

The White House and Congress will soon be consumed by three looming fiscal deadlines. And the president has also pledged to tackle comprehensive immigration reform early this year, another effort that will require Republicans' support and one in which Obama may be more likely to get their backing.

Senate Republican leader Mitch McConnell of Kentucky has warned the White House that it will be at least three months before the Senate considers gun legislation. And Senate Majority Leader Harry Reid, D-Nev., has said immigration, not gun control, is at the top of his priority list after the fiscal fights.

House Republican leaders are expected to wait for any action by the Senate before deciding how ? or whether ? to proceed with any gun measure.

Wanted: A homeowner with a dedication to history and lighthouses, willing to do a little renovation and, of course, live in a home set three miles offshore.

Unlike other lighthouses, the Wolf Trap Light Station is not firmly anchored to a rocky shore, but set out in Chesapeake Bay. Built in 1894, the Mathews lighthouse is a "caisson-style" lighthouse, which means it was constructed to withstand ice flows and whatever else the Atlantic Ocean throws that way.

Named for the Wolf Trap Shoal that juts out into the bay, the lighthouse still contains a working light, now operated by computer and maintained by the Coast Guard, explains real estate agent Laura Pierce of ERA Bay Real Estate.

"It hasn't been lived in since the last lightkeeper was there," Pierce said. "You would have to restore it and update it, but someone could live there full time or part time."

The home was first offered for nonprofit and historical properties under the Lighthouse Preservation Act, but when the lighthouse didn't receive any offers, it was sent to auction, where a private owner bought it in 2005. The home measures about 1,500 square feet, says Pierce, with five floors, including the top floor, which contains the light.

"The final floor is big enough that you can climb up and walk around the light," she said. "It's a big structure."

As an added incentive, Pierce mentions that because the home is a historic property, it's tax-exempt, and the state of Virginia?will offer tax credits to the next owner who restores the home to its former glory.

According to current mortgage rates, a monthly payment on the home would be $1,015, assuming a 20 percent down payment on a 30-year mortgage.
